Hayes was inaugurated peacefully. Points 1 and 2 of the compromise came into force. Downs rejects the idea that this is an era of simple reconciliation and political stability. Instead, it shows that many Americans feared a « Mexicanization » of politics, using force to organize a presidential election, as violence had been used to regulate some regional elections in the South.
